Parliament session ends on bad note for govt - India

The last two days of the monsoon session have turned out to be nightmarish for the ruling party. Not only did Opposition ensure that bills like enemy property amendments and prevention of torture were deferred, the prestigious education tribunals law did not make the cut either.

Somewhat unexpectedly for ruling party managers, the extended session did not yield the sort of gains they had been looking for. Instead of some serious legislative business, the government had to backtrack on several bills even as some important discussions like the one on Jammu and Kashmir in Lok Sabha were not replied to at all.

Apart from the enemy property amendments, the home ministry was put on the back foot over the NDMC and the prevention of torture bills. On the prevention of torture bill, meant to put India in sync with a 1975 UN convention, the government ran into opposition from both Left and the right. While the Left felt the bill was soft on the police, the other opinion felt it might demoralise the security forces.
